What does the constitution say?

The constitutional framers were concerned with preserving federalism and with preventing tyranny of a majority. As a result, the constitution originally gave the people a direct national vote only in electing members of the House of Representatives.

The framers thought that the ability of the people to elect legislators would provide the people sufficient control of their government. As a result, the constitution places no limit on government income — revenue that government takes from the people by coercion.
